France : hate of national minorities

The Framework Convention for the Protection of National Minorities (FCNM) was signed on February 1995 by 22 member States of the Council of Europe.
By 2009, 43 member states have signed and 39 ratified this сonvention. France has done neither.

The United Nations Convention on the Rights of the Child (commonly abbreviated as the CRC, CROC, or UNCRC) is a human rights treaty setting out the civil, political, economic, social, and cultural rights of children. The Convention generally defines a child as any human being under the age of eighteen, unless an earlier age of majority is recognized by a country's law.

France issued reservations with regard to the article 30 which concerns the right of the children of linguistic and cultural minorities (In the States where there exists minorities [] linguistics [], a child [] belonging to one of these minorities cannot be deprived of right to have its own cultural life, [] to use its own language together with other members of his group). France notably considers that it does not exist minorities (either cultural, or linguistic) on his territory, and cancels this article entirely on his territory..

The European Charter for Regional or Minority Languages (ECRML) is a European treaty (CETS 148) adopted in 1992 under the auspices of the Council of Europe to protect and promote historical regional and minority languages in Europe.
